If the shape ratio of a department violates its maximum allowable shape ratio for that department, then a penalty should be added to the distance score of the layout. Let

Select the Shape Penalty command of the Edit menu to specify the shape penalty. The Shape Penalty dialog will be shown. The Shape Penalty dialog is shown in Figure 2.15. Enter a new value of 1000 for the penalty and press Ok to accept this value.
