The Maximum Perimeter Ratio is the limit value for the perimeter ratio of the department.
For rectangular departments there exists a one to one correspondence between the perimeter ratio of a department and the shape ratio. In SPIRAL the maximum perimeter ratio is computed from the Maximum Shape Ratio assuming rectangular departments and only used as an output variable, i.e., it is displayed as information for the user.
